History
In 2003, JC Serrano owned and operated real estate and mortgage companies in California while maintaining a personal portfolio of residential properties throughout Los Angeles. During that time, one of his tenants filed a lawsuit against him.
The internet was still in its infancy as a practical research tool. Attorney advertising meant Yellow Pages ads and whatever word-of-mouth referral a friend could offer. A trusted contact referred him to an attorney. The attorney was, by his own account, a complete disaster.
That experience raised a question that would define the next two decades of his professional life: why is finding a qualified attorney in California so difficult, and why does the answer so often depend on whom you happen to know?
The legal services market in California was, and remains, heavily influenced by advertising.
Attorneys with the largest marketing budgets often receive the greatest visibility. Yet visibility and qualification are not the same thing. In May 2005, 1000Attorneys.com was founded.
The name reflected the founding vision. California has approximately 180,000 licensed attorneys. The goal was never to list every attorney. It was to identify and work with a select group of attorneys who met higher standards, maintained good standing with the California State Bar, and were willing to participate in a regulated referral system designed to serve the public interest.

The Founder — JC Serrano
JC Serrano is a former real estate entrepreneur who spent years studying how consumers find legal representation in California and how attorney referral systems operate in practice.
He became particularly interested in the gap between attorney advertising and consumer protection, and in how referral services could provide a more transparent and accountable alternative.
He founded 1000Attorneys.com in May 2005 and pursued California State Bar certification shortly thereafter. Because the service was designed from the outset to comply with the State Bar’s Minimum Standards for Lawyer Referral and Information Services, LRIS Certificate No. 0128 was granted in 2006. The service has maintained continuous certification ever since.
The 2008 financial crisis marked a significant turning point in Serrano’s professional career. After building a successful real estate and mortgage business, he experienced firsthand the challenges and uncertainties that accompanied the collapse of the housing market.
The experience reinforced the importance of resilience, accountability, and long-term thinking, principles that continue to influence his leadership of 1000Attorneys.com today.
What emerged from that period was a different kind of expertise. Unable to compete with law firms running multi-million dollar advertising budgets on conventional terms, he invested deeply in what he could control: SEO, web development, content strategy, systems design, and digital marketing. Every dollar that went into the business went into building operational infrastructure and technical capability, not advertising.
Over the following years, while the legal services industry continued to pour money into traditional advertising channels, 1000Attorneys.com quietly built something none of its competitors had: a fully in-house operation.
